This is a W.R.A. 7.62 NATO Barreled Receiver 1617064. This 7.62 NATO Receiver has a WRA Barrel and Lockbar rear sight. It has a Clip Latch, spring, and pin. This Winchester 7.62 does have a insert. 

American Rifleman writer Bruce Canfield in an article December 23, 2013 explains that with the location of the 7.62 NATO on the receiver and no marking on the barrel lets us know that this is from the first 100 7.62 NATO rifles.
